A letter is sent to the highest levels of the Harmonium and Mercykillers. It requests the attention of a Mover in the Harmonium and a Factor in the Mercykillers, both members being permitted to make decisions on behalf of the faction they represent. It is from Bureau Chief Seph of the Fraternity

It is no secret that public infighting on matters of jurisdiction and authority has been the underlying cause. Far too often IÂ’ve had to deal with the fallout of such things within my courtroom and I feel that we need to come to a solution. To that end, I propose the following;

We create a joint unit, a test unit if you will, of members from all of our factions. We hand pick members from our groups, we give them adequate training in all of our mandates, and we give this unit (and ultimately their members) the authority to act on the behalf of all of our factions while within the city. A Mercykiller member of this unit would be permitted to arrest or decide guilt (of minor crimes), a Harmonium member would be permitted to decide guilt (for minor crimes) and decide punishment on the spot and a Fraternity member could do these things as well.

This would simply be a pilot program to see if a more cooperative situation can be created for the Triad. I donÂ’t suggest permitting all of our members to do this, only those more willing and able to be flexible. Should it show success, it could be expanded to more units within the city. It would create efficiency and expedite the process for enforcement within the city. This authorization would not be valid beyond the territories of Sigil.

Of course there would have to be limits to their authority. One could not pass judgment or impose sentence on serious crimes without the authority of the courts but most “street” level crimes could be dealt with quickly and without hassle by any member of this unit.

Your thoughts on the matter would be appreciated.

Once authorized, please have your candidates appear in my court for a one day training session on what is expected of them and how to properly apply the law in this city. They will be under very close scrutiny so I would expect this training to be very beneficial to them.

Please understand that supervision of this unit is still to be chosen. The unit will be comprised of all three Factions and all three will have a voice in who heads it up. Those you choose will work alongside the others under the same command whether it is yours or another. If you are volunteering your time to this endeavor, I will put your name forward as a candidate.

Inside the Harmonium barracks, Ember attaches a letter to SephÂ’s suggestion, for other Harmonium to see.

There is also the issue of authority. When a Fraternity member, a Harmonium, and a Mercykiller member all witness the same crime, who has the final call? After all, if they were all a part of this unit, they would all have the authority to enforce, determine guilt, and punish.

With this in mind, I propose a few amendments to this suggestion, to ensure our goal of Harmony can prosper:
  1. All crimes must have a written report, for records, and there must be a copy sent to the Harmonium, the Mercykillers, and the Fraternity.
  2. This joint unit would be limited to Indictable and Summary Offenses, as outlined in our excerpt of the laws.
  3. In matters of arrests for crimes, the highest-ranking Harmonium present would have the final say, over any Mercykiller or Fraternity member.
  4. In matters of determined guilt, the highest-ranking Fraternity Member present would have the final say, over any Mercykiller or Harmonium member.
  5. In matters of punishment, the highest-ranking Mercykiller present would have the final say, over any Fraternity member or Harmonium member.
  6. In instances of abuse, the Harmonium retain their right to law enforcement and criminal arrests, and can remove this right from the Fraternity and Mercykiller factions if they so choose to. This can be removed by the Factol of the Harmonium at any time, for any reason.
With these amendments, there would still be a system of checks and balances, with each Faction still retaining seniority in its major focus. Reports would allow each faction to double-check the work of members of this group, to ensure their factionÂ’s goals are being upheld.

There would also be a clause to remove their power of law enforcement, should cases of abuse be present. Corruption; after all, is not conductive toward Harmony.

Ember's letter eventually made it to the desk of a certain Mover named Edmund Tallfellow. After reading it over, he made a note of her name, and sent the following back to Garen Seph:

While I appreciate the goal of promoting cooperation within the Triad, I cannot consider your proposal without assurances that the same difficulties which plague relations between our factions would not plague this task force. As between the Triad, there need to be clear roles for each member, lest one person be given the power to arrest, try, and punish criminals with no oversight.

I enclose a list of points, which I believe would make the proposal more workable [here he encloses the "amendments" portion of Ember's letter].

I heartedly approve of this proposal and while I agree there are some serious concerns that need be addressed I believe this is a step in the right direction. Too many times have there been criminals that have gone free simply because a member of the right group wasn't around at the time.

I propose for the sake of simplicity anyone who joins this unit accept the judgement of the others in this unit who outrank them. That will perhaps encourage those who just want power to stay out of this unit and let those whom are dedicated to the concept of Justice stay in this unit. As being in this unit means accepting superiors from another faction of the triad.

I would also like to personally be present when any of the Mercy Killers who are to be in this unit are trained.

The idea is to create a unit that shows the ability of the Triad to work together for the common good and that cannot be accomplished if individual faction members are constantly overruling commands from within just because of whom they are, what factions they belong to or the circumstances of the situation. If all present are of the same unit rank, (with no superior officer present) then these points can certainly apply.

If the chain of command cannot be respected, there is no reason to continue with the project.

In the matter of number 6; this applies to all factions, not just the Harmonium. If the Fraternity or Mercykillers witness abuse by any other members, be them Harmonium or not, they shall have the same right to act.


Can we agree on this?
