Having spoken to Namer Malakai and read your report, I am noticing a trend in the newer Namers lately that sums up to a lack of training. As you are asking my recommendation for punishment, lashes are used for a behavioral adjustment. By your own admission, she displays discipline and courtesy, so it is not her attitude that needs to be adjusted. She will, however, need remedial training and the knowledge that a second infraction will be treated more severely.
As for the matter of Namer Dace, he should not have drew on Namer Malakai. While Malakai was indeed holding her flail, your report does not mention any malicious intention from her to use it against the other officers. The actions of Namer Dace and the Notary unnecessarily escalated the situation and it is not Justice to lash Namer Malakai due to that fact. Namer Dace must also receive instruction that he should never draw on one of his own factioneers unless his own life is at risk. If one of his fellow Namers steps out of line, it is his duty and that of any other Mercykiller to remove them from the situation peacefully, physically restraining them if necessary.

Kiera reads the message and nods, understanding the Factor's intent. Believing the communication with the other factions to be something best left to her ranking officer she takes the rest of the information and sets down to decide on the best course for training the new namers, and perhaps proposing a new system to prevent such issues in the future.

The training of the Namers goes well but Kierisen will still notice certain tensions among the ranks, the faith of those new recruits in the Mercykiller's cause shaken by this events.
