Kiera sits down to write a brief report on the actions of the night, mostly to comment on the actions of her fellow mercy killers involved since she knows Ganjeel was reporting the full incident. She passes it up the chain which would likely end on Charae's desk since Kiera put herself under the Factor's command by default.

Namer Ganjeel reacted with the utmost courage and expediency when the attack happened.  He put himself in the way of further attack, and stood with me to see if we could prevent any further action by the terrorists.  Not once did he suggest we stand down, or question my actions in public hearing.  He should be commended at the earliest opportunity.

Namer Kali Snyderman however was quick to suggest we retreat and bow to the whims of the terrorists.  She questioned my actions in public, despite the fact that I mentioned I was off duty twice.  Even being off duty, we should treat members of our order with respect in public, especially those of higher rank.  Kali's actions were not consistent with discipline or order.  I had tried to pull her aside and explain this to her, tell her that we cannot afford to appear fractured in public, and undermine our officers.  She did not acknowledge my words, and when I demanded to know if she understood she still seemed confused and said yes.  I was not convinced and as I attempted to speak further she walked off without dismissal.  I told her I would not take it past our conversation after the fact, but the lack of understanding and the shear disrespect causes me to bring it to the attention of command.  I'm not sure who recruited her, but I fear she has not been instructed in proper order or respect for fellow officers.  As I stated, I was off duty, and did not give any orders during the incident, but the actions of this namer were unacceptable.  She took exception to my arguing with Nero, which on my off-time should be my own business.  That does not negate our duty to each other, and the showing of solidarity we should have in public.

Nero, I believe is a sympathizer.  I have overheard many of his conversations in the bazaar, with harmonium and others.  He is always pushing the idea that the harmonium is not the law everywhere, and that the triad should know its place.  He is ever pushing unrest and discord, and questioning the authority of the triad.  In the middle of a crisis, like the bombing, he suggested that we capitulate, and bow to the cowards that attack from the darkness.  I can't help but think he is an agent of the Anarchists.  He should be watched closely.

In regards to the manner of Namer Kali, I will investigate who her recruiting officer was. As with all new recruits there are certain adjustments to be made as they adapt to the way we do things within the Red Death. I will speak to her on the matter later. In the meanwhile, I am tasking you to find out what you can about this terrorist bombing and those behind it.

This is not the first time I've heard complaints about Nero. Let it be known that the Indeps do not hold any sway over the bazaar. The Triad are the law of Sigil and the Indeps do not have any representation to speak for them. They have no Factol or representative in the Hall of Speakers. The Great Bazaar may be their most common ground for trade, which the Triad allows, but they do not hold jurisdiction over it.

As stated by the Fraternity before, we will regard the attempt to push the Triad out of the bazaar or any further public degradation of the Triad to be treated as if committing treason. I will forward your concerns about Nero Urbane to the Harmonium.

Kiera read the response and nodded briefly. She tucked the paper into her bag and returned to the bazaar to look for any clues as to the attackers, the materials used, and any bystanders that might be taking more than a passing interest in what she's doing.

Making notes of the information she already has Kiera would browse the stalls in the bazaar, keeping her ears open for anyone talking about the bombing and recent attacks. She doesn't ask questions, simply listens and makes note of anyone discussing it in any way.
