A brief, neatly written letter reaches the top of the paperwork mountain.

I was today interrupted in the act of declaring my faction's credo and told that without the correct permit such public speaking is illegal. My accuser was of the Fated, so I was left uncertain as to the exact legality of the challenge.
I request a clarification of the law in this area and, if necessary, the means to apply for such a license and a notice of my fine.

However this assumes something we call 'agressive recruiting' takes place-which includes offering handouts, flyers or pamphlets, erecting banners, the display of factioneers at work for educational or demonstrative purposes, active recruitment of passerbys, ect (list not exhaustive, see § 156.1245/2 of Sigil's Common Ground regulations).
Merely talking about a faction and discussing the teaching and ideals is allowed in most places ( for exceptions please see § 564.9984/19 of Sigil's Common Ground regulations).
A member of the Fated has no authority to take action however- the exception is if the offending action took place on Fated controlled territory which would allow them to undertake the necessary acts to stop the offender.

After checking the application Hasclaan immediately signs the prepared documents and sends them to to Tobiah with a small note attached.

Attached to this letter you find a speaker's license, allowing you to recruit and advertise at public places that are not directly conrolled by any faction.
