IÂ’m putting together a unit that will represent all three Triad Factions within the city. They will have the authorization to investigate, arrest and to pass minor judgments in public. They will represent all three factions with efficiency and professionalism. If the unit is authorized, IÂ’d like you to represent the Fraternity within its ranks. You will work closely with the Mercykiller and Harmonium members under the command of whomever we decide will run it. The idea is to show the Triad is capable of working as a unit and not opposed to each other.

Upon reading over the letter from Bureau Chief Seph, Grahn Ljungstrahd pauses in his work at his desk in the City Jail. Despite the clangor and demands of the nearby jailed criminals awaiting transport to the City Courts for trial, Grahn Ljungstrahd takes a moment to pen a response. Once the ink is dried, the letter is folded and sealed inside an envelope to be delivered in person immediately after Grahn finishes delivering the daily hearing's defendants to the Courts.

It would read as such:
wrote:Bureau Chief Seph,

In so far as this new assignment shall not interfere with my abilities to execute the regular duties of my office then I would be proud to represent the Fraternity of Order. There are questions I would have about the nature of this cooperative force, and your guidance in these issues is most desired.

Firstly, who shall be the other members of this cooperative force? How many from each of the three factions shall be present, and what are the explicit duties of each individual?

Secondly, to whom shall we report, and under whose auspice and guidance do we operate? Do you desire to be included in reports even if you are not to have dominion over this enterprise?

Thirdly, Would my duties in this endeavor in any way be expected to exceed the duties of my current office or the role that the Fraternity of Order plays within the city of Sigil? If so, is such encouraged or discouraged?

Thank you for taking the thyme to reply to my requests for guidance in this undertaking,

Bailiff Grahn Ljungstrahd
Once the letter is sealed away, Grahn turns back to his regular duties, slaps chains on those scheduled for hearings at the Courts this day, and proceeds to march them across the city once all the appropriate paperwork has been filed, co-signed, and registered.

A short reply is received

I understand the information you require but cannot, at this time, answer all of your questions. The unit is still under discussion and design. I can, however, tell you this;

Numbers within it, represented by each Faction, is to be determined by both the number available to assign and those who are suitable. The Fraternity only maintains a limited amount of Bailiffs so, until we decide to release another, you will be the sole Fraternity member. This does not diminish your role as the authority of all members in the unit, regardless of Faction, will be the sameÂ… aside from chain of command. It will not be overly detrimental to your current duties as IÂ’m sure you can find ample opportunity to fulfill both.

The rest of your questions will be answered when the unit is finalized.

Thank you

Grahn Ljungstrahd reviews his Bureau Chief's response, nods once, then files it away content to continue in his duties until such thyme as he is informed either of this project's confirmation, or termination.
