It is with great remorse that I inform you Bureau Chief Thornbrew is dead. The chief was killed by invading forces. I have attached to this letter his faction badge.
Chief Thornbrew had been taken prisoner by the enemy, held against his will for some time. During an operation, the Red Death attempted to rescue him and Factol Alisohn Nilesia from the possessed forces inside the Mercykiller encampment. It is unknown what he may have divulged to the enemy forces, but he is now at peace.
The Red Death promises its continued support of the Fraternity of Order as we move forward in light of this tragedy.

The badge is taken by the Factol's aid an impeccably dress and often rather rude tiefling. By the end of the day a letter finds its way to Garen's desk.

Garen files the note in the appropriate location and enters the main area of the Bureau. He calls for everyones' attention

With that said, Factol Hashkar has temporarilly placed me in charge of the Bureau until he reviews the situation and appoints a new Chief to oversee it. Until that time, please continue with your duties as you have before and should you have issues requiring my attention, do not hesitate to ask."
With that he goes back to his office and continues his work

Some weeks later as normality returns to The Bureau's offices a letter arrives on Garen's desk.

Garen slowly walked through his new office. His hands moving gently over lined bookshelves, along the edges of paintings and carefully over statuettes that perched gently on his new desk. The entire room felt as it should. Furniture made of Mahogany and teak, embroidered chair cushions and wood paneled walls of the darkest cherry wood. A planar map was framed on the wall behind his desk, drawn as best as possible in two-dimensions. The artist signed at the bottom. A nice touch to a very nice room.
He sat in the chair behind the desk and softly sighed. It had taken a great amount of time, and a great amount of effort, but he had finally made it to where he first set out to goÂ… a Bureau Chief.
After a few moments of soaking it in, he called out to his new secretary
“Please send word to Administrator Arnders. I’d like to speak with her at her first opportunity”
He then started to familiarize himself with the mountains of files stored in the cabinets on all the various factions and the notes amassed on them by Thornbrew

It does not take long for Caterina to arrive, she works in the same office. She knocks and enters. She is dressed as normal for work. A smart dark formal tunic and high heeled boots. She wears no jewellery save for a silver ring containing a dark red ruby on the third finger of her left hand, her make up is applied sparingly to accent her features. Her first reaction upon seeing Garen is to smile.
"I understand congratulations are in order. You asked to see me?"

Garen smiled slightly while seated behind the desk, something he rarely did while in the office, but it was hard to contain his pleasure at the promotion

He motioned to the rows of cabinets and cases
“Those, along with all my new court responsibilities, are going to take up a large part of my time… so I have an offer for you, Caterina. I’d like to place management of the Bureau directly into your care. Assignments for the Aides and Administrators, authorizations of Bureau resources, approvals or denials of requests both internal and external… basically the day to day management of the Bureau. Anything that comes into this office, aside from personal correspondence, will find its way to you and you will decide whom to assign it to or if it needs to be assigned at all. You’ll have your pick of the dockets that come through that don’t require my attention.
IÂ’ll be available, of course, to authorize whatever is required, as our previous Bureau Chief was, but it will be unlikely that I would be able to take care of all my new duties and management of the office as well.

Caterina considers. She maintains her polite smile as her mind races. She was never sort power for power's sake but she was ambitious. She knew that if Garen had, had any serious rival for this role it would probably have been her. Rationality asserted itself, there was no point dwelling upon this. Garen had been chosen for this not her, she had worked closely with him before, and if she did want to progress her career demonstrating she can handle the day to day running of a Bureau would be a good step in the right direction. She was confident in her ability to take advantage of the opportunity. Taking the offer made the most logical sense. All this passed through her mind in a matter of seconds. Time to answer.
"Yes Garen I believe I am interested. I am, I have a concern though. If I am to act on your behalf I cannot have the decisions I make overturned by another Administrator. I would like to take the tests for a promotion from Adminstrator 2 to Administrator 1 in order to close that particular loop hole."
