Caterina would first of all check the dates on the contracts most notably how long the validity of the two different contracts would over lap. She would also make a note of which Fraternity Administrator endorsed the new contracts while the old ones were still valid. This over sight would not pass without reprimand. Finally she would see if there was any development on the inspection of the working conditions at the factory she had requested.

Both contacts seems to overlap for almost a hundred years should the workers lives that long. When Caterina finaly find the name of the Guvner that did signed the contract, the woman called Tasha Eiseinhorn seems to have disappeared from the records since a long while : fifty years exactly. No report make mentions of her death, just one sheet of paper stating she went on a "visit" in Dis a few days before her disappearance. When she inquires the reports about the worker conditions, they simply state they didn't had any of recent date, and that the current attempt was made with a lot of hostility. "The situation there is a mess, there are Doomguards, Indeps, Anarchists and even Takers around and the negotiations are probably frozen until we find something".

It was time to wield a Guvner's weapon of choice. The Law. The following letter with attached forms and copies of contracts would be sent to Amlen and Ghelin marked for the attention of Bael'Zai.

After consultation of our records it has come to my attention that The Fraternity of Order notarized a number of contracts between you and your employees. Please see attached. It is with deep regret I must inform you that we did so in error. Although the contracts are perfectly legal they contradict a number of contracts signed previously that are still in effect. In such a situation the original contracts take precedence until such a time that they expire. Once their expiry date is reached the new contracts will take immediate effect. The Fraternity accepts it is at fault for this misunderstanding and I would like to offer our deepest apologies. Rest assured no legal action will be taken against you due to this misunderstanding. However now that the situation has been clarified you are of course expected to abide by the original contracts until such a time as they are no longer valid. Failure to do so may leave you open to prosecution.
In a related matter I have learned that a Fraternity inspection team was unable to attend your premises. This denotes failure to comply with a Fraternity inspection. As the safety of your site and its working conditions cannot be discerned I must issue you with a cease and desist order to stop you from trading until such a time as it can. It is my hope we can resolve this matter amicably and swiftly.
