How about an extra trash can or two in the Laboratory in the Lower Ward? It'll help with people wanting to get rid of unwanted stuff from their chars inventories when crafting.

There is one in the Festhall, there used to be two, but the other trashcan refused to work inside the store, even though I even copy pasted working ones from elsewhere <.<

So just have to wander to the Spicerack Tavern in there.

Though I can give it another try also I suppose <.< will try to rearrange trashcans in Sigil main also so they are closer to center and the more popular spot.
