I guessed that the water would bring a PC down a level, to within 1 xp of regaining that level back, or possibly, to the halfway point of the previous level.

It brings your PC down to the minimum of the previous level. I will adventure again to regain xp, but the OOC text accompanying the water should mention how big the xp loss is.

Well, you get half of the lost EXP back in roundabout ways...

Agreed, but the info you get from clicking on the waters should say they drop you to the minimum of the previous level.

I'll try to make it a tad more informative.
