Well, there should be a "Living Weapon" of the Tanar'ri. That would be the Kadyx, it should show evil sense of humour in the way that it kills. And smell like cinnamon.

It kind of seems to me that since Sigil would remain the central "hub" of any other town activity, you wouldn't have a problem with people getting too spread out. Personally, a lot of draw for me on servers I've played on is the variety of towns. Having just one place to get quests and then run out, kill stuff, and come back seems awfully Diablo to me.
It's fun either way, but a lot of charm for Planescape for me would be interacting with a lot of non-hostiles on other planes as well as the run-of-the-mill monsters.

Actually I'd find random encounters dealing with thugs & thieves, etc. would be commonplace in places like the Hive ward. Not to mention the ooze puddles that drag you into the paraelemental plane of ooze, and the slags with that epic creature that wanders it...can't recall it's name off the top of my head.
